Joe was the beloved son of the late Samuel Joseph Hill Sr. and Susan Dillard Tollitson, who survives him. He was a cherished husband to Marry Lynn Tillman, a loving brother to Amber Long, and a caring stepbrother to Stephen Tollitson. He was also a doting uncle to Olivia and Noah Long, and a proud grandfather to Ashlynn Brylee Jackson. His family was a source of great joy and pride, and he loved them deeply.

Joe was educated at a local college, where he earned an Associate's Degree in Radiologic Technology. He dedicated his professional life to serving others at Carolina Spine and Pain, where he was known for his compassion and commitment to his patients.
