Otis's journey began as the beloved son of the late Betty and James C. Owens. Throughout his life, he was a beacon of support and affection for his family. He is survived by his sister, Delores Ann Ashworth. Otis was a guiding light in the lives of his numerous nieces and nephews, who will miss his presence dearly. He was preceded in death by his sister, Karen Camden; his brother, Randall Owens; and his cherished children, Robert and Jennifer Owens.

Otis shared a unique and enduring bond with his ex-wife and best friend, Deborah Boiter. Their relationship was built on mutual respect and a deep understanding that transcended conventional norms, serving as an inspiration to all who knew them.
